Pallets not exchanged

I see that you have charged me for an X amount of pallets that are not exchanged, what does this mean?

Europallets are pallets with a dimension of 120x80 cm and have a EPAL logo on them. EPAL stands for European Pallet Association and they have created an exchange system to facilitate an efficient and circulate way of using these type of pallets. 

This exchange system operates on the principle of pallet ownership. This means that we as Amsterdam Warehouse Company need to acquire the europallets. When we receive shipments on Europallets we need to exchange the same amount with the driver.   

When we sent orders on Europallets then we need to receive the same amount of empty europallets back from the receiving party. We will charge you for each pallet that isn't exchanged.
